The different War Clans as run out of ammo, they decided to make peace and rebuilt civilisation ! Everyone has food and shelter, guns has become useless since no one has ammo or way to make new ones.

But there is still enough fuel for people to blow some steam off every once in a while. They use their old war trucks and cars to participate in a Cyberpunk Clan War Race. It’s a good way to clear your mind and forget all about the horrors of WWIII and the past 20 miserable years.
